Martin Collins is a senior solicitor in the Sheriff Court team at the Civil Recovery Unit in Edinburgh and is responsible primarily for the forfeiture of both cash and listed assets throughout Scotland. After many years in private practice, working as both a civil and a criminal litigator, he joined COPFS in 2002. He worked as a front line prosecutor in Airdrie for 3 years before accepting a secondment to the CRU where he remains.
For a number of years Martin has been involved in teaching and lecturing. He is a regular contributor to detective training at the Scottish Police College where his inputs on civil recovery are regarded as both informative and highly entertaining. He speaks at seminars, meetings and other events throughout the UK and further afield on the distinctive Scottish approach to non-conviction based asset recovery .
Martin’s input will include an overview of the work and strategic objectives of the CRU. He will also deal with some of the important differences in approach taken in Scotland to enforcement under Part 5 of POCA.
